Implementation of RMNCAYH Services in Affected Areas during the Emergency Phase of a Disaster situation
A new General Circular replaces the 2011 flood-emergency guidelines, setting out FHB's framework for delivering reproductive, maternal, newborn, child, adolescent and youth health services during the acute phase of a disaster.
The circular instructs public health staff and curative institutions on six operational areas: maintaining Public Health Midwife (PHM) communication with pregnant mothers; mapping hospital obstetric and newborn-care capacity in affected areas; identifying and safely relocating high-risk pregnant, postpartum mothers and newborns; provisioning RMNCAYH services through hospital delivery, mobile clinics, and inter-agency coordination on supplies and micronutrients; managing displacement camps with appointed health coordinators; and transitioning back to comprehensive routine care as the acute phase subsides.
Two annexes accompany the circular. Annex I lists danger signals for pregnant mothers, postpartum mothers, neonates and sick children that warrant immediate hospital referral. Annex II is a guidance note for MOH teams on maintaining child-nutrition services during the November 2025 severe weather emergency, covering shelter-based feeding corners, mobile/outreach Thriposha distribution, and breastfeeding support protocols.
